Congress and the president usually avoid it in the final hour, but sometimes they can’t agree on a spending bill and the government shuts down. The United States is really the only country that does this. The longest in history, in 2019, lasted 35 days. Federal workers – and many contractors – have not received pay for 35 days. Some of these employees were furloughed, meaning they did not have to come to work, but more than half of them still had to go to the office without being paid. So why? It goes back to the Constitution and how the federal government funds its agencies. We speak with a law professor and workers who suffered a shutdown to explain.
